There was a time when I could go to two places in town and see something moving backwards. Then for a short period of time it didn't move at all. Now it moves continually forward. Can you figure out...A) What the "something" is? B) What caused it to move backwards, then stop, then move forward?

Is the something two different things? or just one thing that you can see from two different vantage points? Is it a tangible thing that you can touch?
Did you have to go to town to see it? Could I possibly see it in the town where I live? Could you see it in the country? in the woods? at sea?

Is the something two different things? Part of it is, the other part is not
or just one thing that you can see from two different vantage points? The part that is not different could have been seen virtually anywhere; the parts that are different had to have been viewed from different locations
Is it a tangible thing that you can touch? Good q - part of it is, another part is not
Did you have to go to town to see it? Yes, to a certain part of town
Could I possibly see it in the town where I live? Another good q - at one point in time you could have seen it if your town had opted to allow it to be seen
Could you see it in the country? in the woods? at sea? The different things could only be seen in cities or towns, places where there is a population of people. The thing that is the same could have been observed anywhere in the world under a certain condition

Can other people besides you in places besides this town experience the same phenomenon? Yes - based on where it could be seen locally, it is very likely that people in US cities and certain areas around the world could have seen it exactly the way that I did (but it isn't likely to be seen again for a very long time)

Does it normally move forward? Yes, and ironically one aspect of it was moving forward even though one would view it as moving backwards

HINT: This exact thing, as far as I know, is only in certain US towns/cities that meet a certain requirement. The places where it can be seen probably have another very similar object near this one, but the other one lacks a certain feature.

Would it be more likely to be seen in Alaska? No less likely than in the other 49 states, but in certain cities only
in a cold climate? Temperature doesn't matter
in a sparsely populated area? VERY unlikely, probably impossible here - good q

Is it possible that a town has more than two places where the phenomenon can be observed?
When it was moving backwards, was it moving constantly? Was it doing movements in regular intervals, one movement at a time? Was the movement itself visible? Or just its effects were?
And the same questions for the forward movement, please.
Does it use fuel to move? Is it moved manually by a human?
Does the moving thing serve a purpose? If yes, is the purpose informative?
Does it have something to do with statistics/numbers? Is it decreasing/increasing number of inhabitants?

Is it possible that a town has more than two places where the phenomenon can be observed? Some towns may have. In my case I could drive about 5 minutes from my house to see it in one place, or drive 10 minutes from my house to the neighboring town to see it in another place. But the two places are actually in different municipal areas even though they are only down the street from each other.
When it was moving backwards, was it moving constantly? Yes
Was it doing movements in regular intervals, one movement at a time? Yes
Was the movement itself visible? Yes
Or just its effects were? No, there was no real visible effect
And the same questions for the forward movement, please. The forward movement was constant (and still is today), moving in regular intervals that are visible but show no other effects
Does it use fuel to move? Yes, but somewhat indirectly
Is it moved manually by a human? No
Does the moving thing serve a purpose? Yes
If yes, is the purpose informative? Yes
Does it have something to do with statistics no...numbers?...yes
Is it decreasing/increasing number of inhabitants? No, inhabitants/population aren't involved (good thinking though)

Was it just a clock? It wasn't always just a clock. It is now "just a clock," but there was a time when the same device functioned in a different way for a very specific reason, and these exact devices could only be seen in certain towns/cities in certain buildings in those places.

Early in 1999, two local post offices (one in my town, one in the next town a few miles away) displayed large digital countdown clocks that were moving backwards toward midnight on Dec. 31st. The clocks stayed at 0:00:00 for more than a week, then were re-started keeping normal time, acting as regular clocks (and are still on display working this way).

Great work especially by Redwine for going back and working this one out!
