Janet enters a building at 1:00PM.
At 1:05PM, she is annoyed.
At 1:10PM, she is even more annoyed. Then, she has an idea.
At 1:15PM, she is in a much better mood.
At 1:20PM, she leaves the building quite pleased.

What happened?

Janet = H/A/F?

Is the building a private residence? an office building? a shop? a restaurant/pub/bar? a school? a theatre? a museum? a gym? a hospital/doctor's practice?

Does Jane live in the building? work there?

Is she annoyed because of something that happens in the building? something she sees in the building? something she hears in the building?

Waiting relevant? If so, does her idea shorten the waiting time?

Does Jane live in the building? work there? No to both

Is she annoyed because of something that happens in the building? something she sees in the building? something she hears in the building? All of these, to some extent

Waiting relevant? Yes If so, does her idea shorten the waiting time? Yes

This might go quicker than I thought

Ah, thought so right after I posted the question. Is it a fast food restaurant? Not quite, but OTRT Did Janet have to wait in line? Yes Did her idea allow her to cut in line? "Avoid the line" would be more accurate

Is it a restaurant like Chipoltle or Subway, where you just wait in line to order at the counter?
Did she somehow get others to let her in front? Did she get others to leave?

Is it a restaurant like Chipoltle or Subway, where you just wait in line to order at the counter? It's not a chain restaurant. People do wait in line to order but there is generally only a long wait during peak hours.

Does she remain in the queue after her idea? Does she order in some other way? Does she telephone in her order? Get somebody at the front to add her order to theirs?

Is it a takeaway? Yes (I had takeout Chinese food in mind. A pizza place works just as well for this puzzle) An eat-in restaurant? There are a few tables for people to eat in, but mostly takeout

Janet is on line to buy lunch at a take-out Chinese restaurant. The line is moderately long, but moving very slowly. By 1:10, Janet is close enough to the front of the line to see what's going on. There is only one person taking orders, and he is also answering the phone. (The restaurant is understaffed). In fact, often when someone is about to order or in the middle of ordering when the phone rings, the person behind the desk asks the customer on line to wait. Evidently, higher priority is given to the customers on the phone.

That's when Janet comes up with the idea. Rather than waiting, she simply walks outside the restaurant, reads the phone number on the window, and calls in the order on her cell phone. Ten minutes later, her order is ready and she can go to the front to pick it up.

Good puzzle - when I worked in a takeaway, I'd always serve the customers who were there in person before answering the phone, but I can see why the ringing might get annoying if not answered!
