Campaigning relevant? The actual election itself?
When Obama's term is up, will he have done this thing as President the most amount of times?

Is politics relevant at all? Does the puzzle relate to something Mr. Obama does in private life, insofar as a president can have a 'private life'? e.g. a hobby.
Or could it be, say, related to his political life, but not political in itself? e.g. number of airline miles travelled.

Is the president who did it the most number of times still alive? If not, was he alive in 1990? No to both, see below

Is politics relevant at all? DOYD of "politics." His official role as president is relevant, but not partisanship or Washington politics, or anything like that. Does the puzzle relate to something Mr. Obama does in private life, insofar as a president can have a 'private life'? e.g. a hobby. No
Or could it be, say, related to his political life, but not political in itself? e.g. number of airline miles travelled. No

Was it (What FDR and Obama have done) ceremonial in nature? (Examples of this would be presenting medals to someone, entertaining a foreign official, tossing out the first ball at a baseball game)

Has FDR done this as president 10 or more times? 5 or more? 3 or more?

Has Obama done this as president 10 or more times? 5 or more? 3 or more?

Have most presidents done this at least once?

Is it simply being elected 4 times? Taking the oath of office 4 times? 4 State of the Union addresses?

Has every President done this at least once? Gerald Ford is the only President not to do a lot of stuff.... Is he the only President not to do this?

Taking the Oath of Office three times? The time he screwed it up, then he did it again, and then he did it again when he was reelected? And FDR took it four times.

*****SPOILER*****

Barack Obama is the only president to have been administered the oath of office three times. During his 2012 inauguration, Chief Justice John Roberts accidentally gave the wrong words for Obama to recite. There was some confusion, with Obama trying to recite the correct words, but eventually he repeated after Roberts.

The Constitution is very strict about the exact words of the oath of office, so to be safe, the Chief Justice re-administered the oath later that night. This makes him second only to FDR, who of course was elected four times and took the oath four times.
