An inevitable task was made much easier through the use of modern technology. A large group of young, well-educated people, who did not especially relish doing the task, chose nonetheless to do the task using conventional methods, taking up much more time and resources, and ending up with a diminished quality to the result. Why?

Time and place relevant?

Was the group forced to do the task? Did they do it for work? School? Recreational activity?

Did they want to take more time and resources and time doing the task? Did they want worse quality? Or was there some separate benefit to doing it with conventional methods?

Did most people at the time choose to use modern technology for the task?

Did they want to take more time and resources and time doing the task? no; all other things being equal, they wanted to do it quickly and efficiently Did they want worse quality? no Or was there some separate benefit to doing it with conventional methods? yes, or at least a perceived benefit

Did most people at the time choose to use modern technology for the task? yes

Does the task result in a product? If yes, do the group want the product to be unique (like hand-made or hand-painted objects)?
Were they doing the task as a part of their training? And if yes, was the perceived benefit that they learned the traditional technology? Does the knowledge about traditional technology help using the modern technology better?

Were they forced by law to do the task? Is everyone forced to do this task? All adults? All people meeting certain other criteria?

Does the helpful technology involve electricity? Computers? The internet? Did it automate a process or part of a process that previously had to be done by hand?

If one does the task using conventional methods, is it physically taxing? Mentally difficult? Time-consuming? Boring? Dangerous?

Renewing your driver's license? Actually the time for that does differ within the United States, since each state issues its own licenses. Arizona is good for the longest, at 40 years. Some states' are only valid for five.

Does the relevant problem with censuses occur only in online versions? Only in handwritten versions? If someone filled the form in a computer and then printed it and gave it to field collector, would the problem still occur?
Do these people disapprove the censuses in general? Only this specific one?
Does this particular census relevantly differ from other ones, apart of possibility to fill it online?

Are the people concerned about gender issues? yes! And they think that the online list does not cover all possibilities? You've pretty much got it.

***** SPOILER *****

The 2013 New Zealand Census had the usual question about sex/gender. Since its inception, the only options have been male or female. Those filling in the form online could tick only one of the boxes. Those filling it out on paper could tick both, and many young people did in protest, even though the data couldn't be formally recognised and would not count towards the demographics.

Well done to all, especially Biograd for the what, and Redwine for the why.
