There is an item that in an eyeblink
Becomes a totally different thing.
And in a short time you can ignore
Becomes back what it was before.
That's not magic what you see
That's just pure reality.
And a hint: both items people would
use when they're (at least) semi-nude.

This is based on a real life situation that was once mentioned at one lecture in my university. That's not a versponse, you may ask questions in any form you like. Your task is to figure out what the items are, how and why do they transform.

Has every item #2 been item #1 before? In that circumstances, yes. Or are there specimens of item #2 that have always been item #2? You can find many items #2 that weren't items #1, but this puzzle does not deal with these. Does every item #2 change back to item #1? In that circumstances, yes.

Does the transformation occur spontaneously? It depends, many people may variously describe this process. I'd say that once the circumstances are set, the transformation happens automatically. Or is there something relevant that has to happen first? See above. Does the user of item #1 need to do something specifically to turn it into item #2? Not the user.

Or is it that in certain circumstances it can be used as item #2? Not that either. I doubt if anyone would use it as item #2. But this is very much OTRT.

Does the user's partner need to do something for the transformation to happen? There is no user's partner in this puzzle. Someone wants the transformation to happen, but it is not the user. Do they do it knowingly and willingly? Yes, the relevant person prompts the transformation knowingly and willingly.

Is the transformation initiator close to the user when he does the relevant thing? No, he's far far away. Focusing on user is leading you on the wrong track. Closer than a metre? 10 metres? 100 metres? A kilometre? He is hundreds or thousands kilometers from the (hypothaetical) user.

Does item #1 change within seconds from the relevant action? Minutes? Hours? Days?

So, if the item per se doesn't change, is it that it just officially counts as item #2 for a short moment? Is there some relevant legal detail?

Does item #1 change within seconds from the relevant action? Minutes? Hours? Days? It depends on specific situation, let's say hours to days.

So, if the item per se doesn't change, is it that it just officially counts as item #2 for a short moment? YES, that's very adequate description. Is there some relevant legal detail? It's nothing like a law that classifies all items #1 as items #2. However, there was a relevant law that prompted the initiator to do what he did.

Every country has laws concerning matters that are relevant to this puzzle, but details may be (and often are) different. No very specific legal issue is involved in this puzzle.

Is the initiator a government official? No. Is his occupation somehow connected with items #1? Yes. Items #2? No.

In that specific case, the government of country A established very high customs charge for sex-related items. Importer of sex dolls, produced in country B, declared them to be swimming mattresses because the charges for toys and leisure stuff were much lower.

I took the blow and Googled it - thankfully, incognito mode exists so no one wonders "Why did you search for male inflatable sex dolls?" They do exist.
