Waving? Sloshing? Do the fish provide him with valuable information? Do they relevantly swim away if there is danger? Does he do anything to make the fishes be there? Just wit until they choose to be there on their own? Edit: tides relevant? Currents?

Charter boat/leisure tourism operator? Lifeguard? Shark net installer? Film/documentary producer? Conservationist? Weatherman? Michelin-starred poissonier?

He's a diver, but his job doesn't typically involve him being around fish. Is he a sewer diver? Is he investigating sea pollution? Does the presence/behaviour of the fish provide him with some kind of data?

Is he collecting information about fish? About the sea/local area? About the viability of passage through the sea or conducting activity in that part of it?

Is he recording yes in a broad sense of the word something that has a unit of measure? no Sound? Vibrations? Temperature? Light-related? this is closest Chemically related (typical: pollution)? no

Is he creating an extrinsic record of something, or simply committing it to memory? Is he recording something that one experiences through vision? Is colour relevant? Movement/motion?

This is the story of Zarh Pritchard who was the first painter to paint underwater. His canvas was soaked in linseed and he used oil paints. He painted the reefs of Tahiti, obviously wearing a diving suit. He said he never painted if there were no small fishes around, for 'that is a sure sign of danger', sharks must be nearby. He wanted to capture the colours under the sea at a time when only black and white photography was available.
