By the way, my answer in the post of Sun Feb 12, 2017 7:50 am was a double hint, it was posted on Lincolns birthday (which you've already deciphered as Lincoln being the president in question for this puzzle) but the other hint has not been deciphered yet....

I'm not sure I catch on to the hint just yet, unless perhaps...spirits are relevant? Ghosts?

Is there a relevant occurrence during the burning of the White House we need to discover? Or is the burning itself the only thing relevant about the soldier's actions?

We're there relevant effects of the burning, direct or indirect, that need to be discovered? Such as scorch marks? The rescuing of objects? Rebuilding?

Ok, so...
Writer-guy is writing a book that either contains or is about the sightings of Lincoln's ghost?
And at some point he confuses 1812 burning of Washington British soldier ghost for Lincoln's ghost?
Does he include a soldier ghost sighting, thinking it is a Lincoln sighting?
The thing that puzzles him...the appearance of the soldier ghost? Its actions?

The relevant action: a ghost's action? The action of those who saw the ghost? A president's action?

Is fire related to his confusion/puzzlement? YES
Did people in the White House do something in relation to the soldier ghost that he says they do as a response to Lincoln's ghost? no
The relevant action: a ghost's action? yes The action of those who saw the ghost? A president's action? no to rest

Was there an actual subsequent fire at the White House?
Attributed to a ghost?
And he mistakenly attributed it to Lincoln's ghost?
And he was puzzled as to why Lincoln would start a fire?

Was there an actual subsequent fire at the White House? no, nothing quite that drastic
Attributed to a ghost? no
And he mistakenly attributed it to Lincoln's ghost? no
And he was puzzled as to why Lincoln would start a fire? no, but this is actually close!

Does it have anything to do with the soldier's ghost showing evidence of having been in a fire? Maybe him being confused as to why Lincoln's ghost would look like he'd been in a fire?

So people (or a person) saw a ghost appear to try starting a fire?
And it was the soldier ghost?
And author writes about it, but confuses it with Lincoln?
And is confused as to why Lincoln is starting fires?

**** SPOILER ****

The book in question was written by Daniel Cohen and is called "The World's Most Famous Ghosts." In a chapter about ghosts in the White House, Cohen describes someone seeing the ghost of Lincoln trying to light a bed on fire and Cohen is confused as to why Lincoln would do something so out of character.

What happened was is that there have been at least two WH sightings of a British ghost in a War of 1812 uniform trying to start a fire with a torch. (The Brits burned the White House during the siege of Washington in the War of 1812.) Cohen apparently got these accounts mixed with up with the numerous sightings of Lincolns ghost!
