So, as there are only minor Details open, let's put this one to rest:

In the early 2000's, the president of the World Chess Federation ("George"), tried to make chess an Olympic sport.
This was widely considered ridiculous and an act of personal vanity, and the only consequence was the introduction of doping tests into chess.
Possibly the first (and maybe even the only) chess player to be banned for failing a doping test was Monica G. from Austria ("Rebecca"),
who was found guilty of refusing a test under really silly circumstances:
Rebecca was only a modest player, but in the summer of 2007 she was on quite a winning streak and managed to qualify for the Austrian ladies' Championship an claim 3rd place there.
(there were not so many female master chess players in Austria at the time, and most of them would leave the ladies' Championship alone and rather compete with men). This success somehow put her on a list of top level athletes who were subject to doping tests.
In the winter of 2009, Rebecca had already forgotten about this success, was only a modest club player again, and on this day, she was desperately waiting for the plumber, as her heating was not working, and her kid was having the flu.
Then there was a ring on the door.
"Oh, thank goodness you've come so soo..."
"Good morning, we would like 75 millilitres of urine, please."
"WHAT THE $!#*?" *SLAM*
The doorbell rings again.
"Well, we were told you are a top level chess player, and so you are obliged to..."
"NO, I'm not!" *SLAM*
And so, Rebecca had refused a doping test...
