[WiZ] The Short Plank Redemption

A guard is patrolling a prison corridor when he notices a group of prisoners using a prohibited item. After observing them for a few minutes, he decides to ignore it and moves on. He believes he is acting responsibly, even though the prisoners continue to use the item in the following weeks and months.

What is the item, and why did the guard ignore its use?

Is there a reason this guard in particular ignored the item's use? Or would most guards in his place do the same?
Relevant how many prisoners used the item at one time? Two? Ten or more? More than twenty? Was the item in constant use? If not, would a single use last a few seconds? Minutes? Hours?

Could the item be used as a weapon? As part of a jailbreak? Was it a drug or chemical of some sort?
Was the item smuggled in? Sent as a gift? Part of the prison's supplies?
Gambling involved?

Did the guard think the prisoners would be more likely to keep out of worse trouble? That the jobs of the guards would be easier? That they could use this thing to get leverage against the prisoners?

Are the prisoners using it in the manner that made it prohibited in the first place? Is the guard's rationale that he's diffusing tension? That they're doing something positive? Is there some sort of education going on? Something that will help rehabilitate offenders?

Does this occur at a particular time? Mealtime? Exercise? Visiting hour?

While dice were prohibited items in this prison, the warden noted that the inmates were using home-made dice to play Dungeons and Dragons (a popular prison pastime). As they were not being used in the course of gambling, the warden permitted their continued use.
