Did he make them sign to someone relevant? No, they don't sign "to" anyone. All to different people? But there are different people involved. If so, do the 12 belong to a council? Yes. Were them decision makers? Yes, not really relevant.
Did they sign all together? At the same moment? In the same place? Yes, same time or close to it. If not, all to the same person? No, not signing to anyone. An influential one? Autographs relevant? In the sense of signatures, yes. Did someone signed the blank papers? Yes. I mean...were the papers completely blank when signed? Yes. Did he sign the papers himself (and maybe someone noticed him doing it and assumed he was an important person)? No.
Were the only writings the signatures? Yes. Did the signatures make something official? An act? A law? A change in power? Carbon copies of signatures relevant (e.g. he hid a document under the paper) ? Cheques (hope it is correct)? Are money involved? No to rest.
Were the pieces of paper falsified? Yope, maybe explore. Could the pieces of papers be considered official documents? Noish, but...
Brought them somewhere relevantly?Yes. Secretly? This. Against the law? Yope. ---> did he bring them in the relevant place after the signatures? Before? This. To make the signatures? To meet the people that should have made the signatures? No. Was it illegal to: go in the place? Go in the place with blank papers? Put the papers somewhere? No to all, I might have misunderstood--there is something illegal-ish going on, but going to the place with the papers is not illegal.
Is a box with his name relevant? No. Resignations of someone relevant? No.
Did he collect the pieces togheter? He generally kept them together, yes ----> do people know? Some do. Could anyone have done the same? Probably not with this level of success. Relevant Jim's job? Might help you.
Did he gain an immense amount of power soon after the 15 minutes? Yes. After years? Days? Months? Hours? The power he gains from the papers happens right after the fifteen minutes.
WAG --> Was a picture taken? No. If so, maybe Jim sold the pictures to media to announce a false news (e.g. he announced that something was officialize and offered as a proof the picture of the people signing the papers) But this is OTRT.
