Are we talking about fish as in the water-bound ichthyan animals?

Does he do this as part of his job? Is this a typical responsibility in his job?

Is anything illegal going on?

Is the fish prepared for himself? His employers? A third party?

Is the fish eaten? Is it stuffed and mounted? Is it prepared to be given as a gift or donated to an aquarium?

Do the employers die as a direct result? Is their death linked to the fish? Are they poisoned in some way? Do they drown?

Does the man belong to the side of their enemies? Yes. Are they on a ship? No. Is the man a spy? Traitor? Infiltrator? This. Assassin? Are the employers military? Yes. Leaders? Irr. Does this have anything to do with being able to see the location of the enemies? Because of the grenade being detonated? Because of many fish bubbling to the surface?

So the man is employed by one side, infiltrates the other side, and at the behest of the first side he prepares fish for the second? Is he employed by an Axis army? The Allies? Do people die on both sides? Do his actions instigate a battle?

Do his actions let the enemy know where his superiors are? Do they make sure his superiors are in a certain location? Is the fish prepared for other members of the military? For prisoners? Is he employed as a cook? Is the fish used as a signal? Doe the grenade do anything except kill fish? Does he relevantly get access to explosives for fishing? Does he set off the explosion that kills the men? Are they officers? Are they hit by a rocket? Is the explosive dropped from the air? Launched by a gun? Placed by hand? Shipped? Launched into or under water? Buried? Strapped to an animal? When blown up, are they indoors? Outdoors? In a vehicle? A bunker? Byproducts from preparing the fish relevant? When you say he's an infiltrator, do you mean that he's snuck behind Axis lines without them knowing? That he's put himself in the middle of Axis military people and is passing himself off as one of them? I'm not clear on the distinction between infiltrator and spy, I guess.

Does he do something that gives away his own position to the enemy? Is he instructed to prepare fish for the enemies? Prepare as in cook? Get them ready for use in another fashion? (I think I've heard of fish being fashioned into lanterns, etc.)

Do his actions let the enemy know where his superiors are? Yes. Do they make sure his superiors are in a certain location? No. Is the fish prepared for other members of the military? For prisoners? Irr, but this is closest. Is he employed as a cook? Yes. Is the fish used as a signal? No. Does the grenade do anything except kill fish? No. Does he relevantly get access to explosives for fishing? Yes. Does he set off the explosion that kills the men? No. Are they officers? Irr. Are they hit by a rocket? No. Is the explosive dropped from the air? This. Launched by a gun? Placed by hand? Shipped? Launched into or under water? Buried? Strapped to an animal? None of the others. When blown up, are they indoors? Outdoors? Either. In a vehicle? A bunker? Possibly, irr. Byproducts from preparing the fish relevant? No. Is the man sending a signal? Yes.

When you say he's an infiltrator, do you mean that he's snuck behind Axis lines without them knowing? Yes. That he's put himself in the middle of Axis military people and is passing himself off as one of them? For SVV of "them." I'm not clear on the distinction between infiltrator and spy, I guess. Normally, an infiltrator is still in uniform and acting as a soldier, rather than passing himself off as the enemy. It's arguable, but in this case, he is doing his normal military job.

Does he do something that gives away his own position to the enemy? Yes. Is he instructed to prepare fish for the enemies? Yes. Prepare as in cook? Yes. Get them ready for use in another fashion? Is relevant... (I think I've heard of fish being fashioned into lanterns, etc.) But he's not being artistic, and is still preparing them to be eaten.

Does he make the location of the men visible from the air? Is he sending an agreed-upon signal? Is it a radio signal? Smoke? Light? Morse? Unusual gathering of animals? Such as birds eating scraps?

Heh heh heh. I was thinking of actually preparing them to be lit on fire and used like lanterns to light a person’s way out of necessity, but I like the idea of there being a soldier out there honing his artisanal skills.

Is his rank/job within the military relevant? Is he a cook?

Is the fish prepared in such a way that it becomes self-luminous due to bioluminescent bacteria? No. I like that, though! Imagine the recipes...

Is his rank/job within the military relevant? Assume junior scout. Is he a cook? Not professionally, but what he does would require a little knowledge.

Does he light a fire? Lamp? Searchlight? Flashlight? Does he pretend that he needs a fire for cooking? And that the fire needs to be outside? Or in some other specific place? Does he set fire to the fish? To some part of the fish? Such as the fish liver oil? Relevant what kind of fish it is? What size?

Does he let the opposing forces know where his employers are while he is fishing? While preparing the fish? After the preparation?

Is the agreed-upon signal a grenade exploding? Another weapon being discharged? Anything involving kitchen equipment? Would the signal seem innocuous to an onlooker? Like part of the fish catching/preparing process?

Do the fires form a symbol? Letter(s)? Arrow? Crosshairs? Is the bomb dropped on the fires? Smell of cooking fish relevant? Relevant how many fires he lights? Is he ordered to cook outside? Does he intentionally cause a bad smell? If so, by using the gall bladder from the fish?

Are four fires needed for cooking? Does he pretend that four fires are needed? Does noone care that he lights four fires? Is it impossible to cook the fish inside? Against relevant rules? Against common sense? Is it impossible to cook anything inside? Is there no "inside" available? Do the fires indicate where to drop the bomb? When? Do they indicate that as long as they are lit, bombing will be effective? Is one bomb dropped? A few? Lots? Relevant? Do the fires form a line? Do they point to a location? Indicate a direction?

Are four fires needed for cooking? No. Does he pretend that four fires are needed? Yes. Does noone care that he lights four fires? Incorrect. Is it impossible to cook the fish inside? Yes. Against relevant rules? Against common sense? This. Is it impossible to cook anything inside? No. Is there no "inside" available? Possibly, irr. Do the fires indicate where to drop the bomb? This. When? Do they indicate that as long as they are lit, bombing will be effective? No. Is one bomb dropped? A few? Lots? This. Relevant? No. Assume a handful of planes. Do the fires form a line? Yes. Do they point to a location? Indicate a direction? Irr. Just a general location.

Spoiler:

This occurred in New Guinea during WWII. A Papuan soldier was sent to determine the location of the Japanese. He joined a native carrier line to get behind Japanese lines. The Japanese gave him grenades with which to fish, and then he cooked his catch for the Japanese and the other carriers and smoked them over four huge fires on the shore. The four fires were a signal to the Allies to "bomb here," and the next day they attacked and destroyed the hidden Japanese camp the scout had revealed with his fires. The soldier was awarded a Distinguished Conduct Medal for his work.
