Is Velvario H? A? M? Did his shoe get wet? Did he remove both shoes? One shoe (while keeping the other shoe on)? One shoe (while not having the other shoe on to begin with)? Does he have two feet? Did he actually remove his shoe from his own foot?

If he had not removed his shoe, would he have gotten wet? From salt water? Fresh water?

So he avoided being wet by removing his shoe, but if he hadn't removed his shoe, he still wouldn't have gotten wet? Is he near any kind of water?

Was he wearing socks? Did he also take his sock off?

Did he avoid washing himself? Did anyone else get wet? Avoid getting wet? Wet from water? Mud? Blood? Urine? Sewage? Cleaning product? Solvent? Drink? An accident? A deliberate wettening? An undesirable one?

Did he have two shoes? If so, did he keep the other shoe on? Remove that one too? shoe laces relevant? untied laces? if so of the shoe that he removed? Did he relevantly have socks? Did he relevantly have no socks? Did he have something hidden in the shoe? Did he throw his shoe?
Was he on a bicycle? Was he doing something relevant? Eating? Did he have a dog? E.g. maybe the dog was going toward a puddle. He threw his shoe to another direction and the dog followed it avoiding thee puddle.
Did the shoe that he removed get wet? Did he remain barefoot after removing the shoe?

Being wet = weather relevant? Rain? puddles? A technology making spraying water? Washing machines relevant? Washing/cleaning? showers?

Something like: he was playing hide and seek with water guns with his friends. He removed a shoe and placed it behind a wall, hence fooling a friend who thought that he was hidden behind the wall, who shoot his shoe with water.

Did throwing the shoe trigger some sort of sensor, hit a button, alert a person or similar?

Did he avoid getting wet in the rain by covering himself or the bicycle? Diverting the rain? Finding shelter? Somehow stopping the rain?

Was it rainy when he was riding the bicycle? Did he have an umbrella? To babe sure, was he riding the bicycle on the street? On the outside?

Did he distract someone by throwing the shoe/attract his/her attention? Did he eventually got the shoe back? Did he take the distances by throwing the shoe (e.g. he was able to see that with a shot he could reach a certain place, hence deducing more or less the distance from it)?

One other person was in a place where they would not get wet --> a building? a public mean of transport (e.g. a train? a suburb? other?)?

Automatic doors relevant? Did he throw his shoe at an open door so that the motion detector would be triggered and it'd stay open?

Still need details about the door and building, but you've quickly approached the solution.

Did he see someone else enter the building?
Was he planning to enter the building anyway?

Is it a garage door?

Is the building a residential building? if so, the one Velvario lives in? a public building?

Was he planning to enter the building through the garage door in the first place? If the garage door had been closed completely, would the rain have started by the time it had opened?

Was he planning to enter the building through the garage door in the first place? If the garage door had been closed completely, would the rain have started by the time it had opened? Yep.

****SPOILER****

Velvario was bicycling home, trying to make it inside before a pending rainstorm fell. As he turned in the driveway, he saw that his mother had begun closing the garage door; thinking quickly, he threw his shoe in the path of the garage door sensor, causing the door to open and letting him bring his bike in just before the rain started.

That went surprisingly quickly. I'll try and come up with a harder one.
