Caught in the middle....

The upstairs neighbors are noisy. The downstairs neighbors are vagrants. What to do?

It seems like nothing short of chemical warfare will help.

Chemical warfare used to get rid of the animals? Upstairs? Downstairs?

Are the animals in each place arthropods? Vertebrates? Bacteria? Pets? The same species?

Is the same chemical used to battle both? Does it cause death? Discomfort? Sterility? Are the animals upstairs and downstairs in a house? On a person?

Are the downstairs neighbors cats? Would they want to hunt the rodents? Eat them? Is the chemical a rodent repellant? A mammal repellant? An everything repellant? A bought product? Manmade? Natural? Are the rodents mice? Relevant what they eat? Is this happening in modern times?

Do they gnaw on the house? Fight over food? Raid the food storages? Does the product have a strong smell? If so, for humans? Rodents? Cats? Are the rodents rats? Smaller? Larger? Is the product urine from a rodent predator? Other predator odor? Something from an animal? Plant? Mineral? Chemical industry?

So there are squirrels in the attic and cats in the crawl space. Where do the predators come in (metaphoricly)?

Yes, their pest control guy put out fox urine, which drives squirrels away, but cannot be detected by humans. Don't know if it would have any effect on cats, as they are not that concerned about the cats. In fact, they feel sorry for them and put out water & scraps, so now I guess they have cats whether they want to or not.
