[WiZ] The bare leg of the law

A police officer was often seen driving about in his police car. Every time he drove the car, he was not wearing any pants. Why not?

Was he wearing a kilt? skirt? sarong? other type of garment covering the legs? nothing to cover his legs?

Was he wearing a kilt? skirt? sarong? other type of garment covering the legs? no to these nothing to cover his legs? yes (for the majority of his legs, at least)

So this leaves us with the (arguably more interesting) puzzle question: Why did Robocop never drive his car with pants on?

The costume Peter Weller wore in Robocop was notably bulky, and he couldn't fit in his car while wearing it. To resolve this issue, he only ever drove the car wearing the top half of his costume.
