Were the incandescent light bulbs broken? or the sockets? or were they not properly inserted into the sockets? Was it intended that they are not lit?
Does the setting imply that incandescent bulbs break faster? need to be replaced more often?

SPOILER: my local grocery store has a display showing off the light bulbs they sell. The LED bulbs shine nicely, but the halogen ones are all broken, so what the display really shows is the short lifespan of incandescent bulbs. I'm guessing that they don't want to keep swapping them out all the time - if they run for their rated life of 1000 hours, a new one is needed about every 1.5-2 months, depending on whether they stay on when they store is closed.
