[Enjay] Ring Ring

A woman dials a number. Then she looks out of the window, hangs up before anyone can answer, and dials another number. Why?

Did she dial an incorrect number the first time? Did she change her mind about who she wanted to dial? Did she use something outside to remind her what a specific number was? Is she H? A? Relevant who she's dialing the first time? The second time? WAG: is she calling a time service, but happens to see an indicator of the time outside, and now is calling to cancel something she found out that she wouldn't be in time for?

Is the first number she dials some kind of emergency number? The second number? Would the puzzle work as well with a man rather than a woman dialing numbers? Is her second call actually answered? Does this happen in the 21st century? 20th? 19th? Earlier? Country relevant?

When she looks out of the window, does she see person #1? person #2? another relevant person?

SPOILER

The woman knows that her parents are in the car together, and wants to get hold of them. She dials her mum's mobile number first, then looks out the window and sees that it's dark outside. Her dad never drives in the dark, so she concludes that her mum will be driving and won't answer her phone, hangs up and dials her dad's mobile instead.
